Incentive Management Committee Charter (RPIP-11)

This proposal establishes the Incentive Management Committee (IMC), describes the goals it will work towards, and describes the values it will keep in mind.

It also establishes an informal method to generate an initial IMC member roster, which would then be formally ratified in a separate vote.

Note: As this vote is directly reliant on the definitions in RPIP-10, this vote is discarded and has no effect if the pDAO Budget Allocation (RPIP-10 ) vote fails.
