Changes express ticket allocation to compensate for the mismatch between rETH demand dynamics as we see it now and as it was expected at the time when the express queue was designed. The changes are: remove unconditionally provisioned tickets and make the express queue faster.
Rationale
It was hoped that Saturn 1 would reveal a lot of latent demand for rETH. The express tickets were largely intended to encourage people to stake through Saturn 1 with the knowledge that they would gain megapool benefits. The interim has brought Saturn 0, which has eliminated the deposit pool and exposed that we are rETH limited; this also eliminated the linkage of RPL stake to express tickets. The interim has also brought substantial weakening of the RPL ratio, ensuring a much smaller number of minipools need to migrate to have all RPL staked effectively.
Due to these occurrences, the number of express tickets issued are likely to greatly exceed the number of minipools able to be mitigated, at least in the foreseeable future. Having an overabundance of tickets makes the dynamics of express queue not much better than the regular queue.
This RPIP seeks to improve the flow by a) decreasing the number of express tickets offered and b) increasing the relative benefit of express tickets to ensure an easier migration for more NOs. Together this ensures the priority for migrating existing stake to megapools over growing the megapool TVL by means of new NOs. At the same time pt.a. also eliminates a risk of a savvy individual (who's not an existing NO) gaining advantage by splitting their ETH into many nodes in order to get express tickets for all of their ETH.
