Updating of Grants Management Committee (RPIP-18)

In its first few months of operation, several small practical issues have have arisen with the Grants and Bounties Management Committee (GMC) regarding work load and membership. This proposal aims to correct these issues.

This vote is to change GMC operations by:

• Changing the committee size from 7 to 9
• Specifying how vacancies are handled in the future
• Calling for a vote for vacancies (expecting 2 from growing and 1 from Calurduran stepping down)
• Changing rewards cycles from 2 months to 3 months
• Removing the restriction around how many "non-community" members can be on the GMC
  • This was complicated by the Rocket Scientist oDAO seat, and in the end just allowing elections to guide was considered best/simplest in discussion
