Creation of Grants and Bounties Management Committee (RPIP-15)

This proposal establishes the Grants and Bounties Management Committee (GMC), describes the goals it will work towards, defines 3 types of awards (grants, bounties, and retrospective awards), and describes how awards will be given out and assessed.

Some highlights:

• Grants are for some action over a timeframe - they are awarded to the proposer
• Bounties are for a particular end result - they are awarded to whoever accomplishes the result
• Retrospective rewards are for a past result - they are awarded to whoever accomplished the result
  • Retrospective rewards are limited to 50% of the awarded RPL per period; this aims to balance a focus on the future with the ability to reward past contributions
• There will be open calls for applications every other month with a published rubric
• The GMC will start at 7 people and will be at least 50% not-RP-fulltime/not-oDAO
