Closes the minipool queue six weeks pre-Saturn 1 or sooner to ensure protocol resources are directed toward megapools, as well as, defines re-enable conditions in case of exceptional deposit pool demand.
Rationale
Alignment with Saturn 1: After Saturn 1, node operators will only launch validators via megapools. However, existing minipools left over in the minipool queue will get cleared first. Allowing new minipool entries into the queue before Saturn 1 launch consumes ETH that could instead support megapools.
Protecting uninformed node operators: Users wishing to use Rocket Pool to start validators, despite the protocol's best effort, might not be aware of the impending switch to megapools. The minipool queue cannot be exited. Not allowing them late admission to the queue is possibly in their best interests. We have seen evidence of this already.
rETH peg health: Active minipool queue consumes deposit pool ETH that could otherwise support redemptions, worsening the rETH discount.
Simplified UX: Fewer active queues near Saturn launch reduces confusion and helps newcomers understand their options.
Outcome if Positive
• The minipool queue will close to new entries sometime from the passing of this RPIP up until December 8, 2025 or six weeks prior to Saturn 1 launch, at the latest. Language explaining that those coming to create minipools have other options and are not just turned away will be added where appropriate.
Outcome if Negative
• The minipool queue will be open to new entries up until Saturn 1 launch.
