Updating of Grants Management Committee (RPIP-26)

PROCESS NOTE If this looks familiar, you're right.

We had a process error where the RPIP was not Final; there was a Draft version merged and a pull request for a Review version that was intended to become Final, but didn't finish getting there.

We polled the community to check if there was overwhelming support for using the vote despite the error, and there definitely was not. As a result we are redoing the vote, now with a properly finalized RPIP.

The changes:

• Eliminate the retrospective award cap.
• Award cycle updated from quarterly to monthly.
• Establish a part-time GMC Administrator position.
