Proposal to purchase the remaining TAO and complete our Bittensor node with 0 price impact to Roko

Hello Roko Network. What a first few days! PointBlank official partnership (announced by their robot even!(, Hedgy shoutout, 2 Marlin nodes acquired, and 1/3 of the TAO needed to get a Bittensor node.

I propose now that we have 80+ ETH in liquidity I think it’s a good time to put up a proposal to use some liquidity to finish up acquiring the other 2/3 of TAO needed for the Bittensor node now that it's cheap to buy.

Acquiring the other 2/3 of the TAO node with a proper proposal and NO price impact to Roko will be extremely lucrative. And we can use the ROKO side liquidity to put in our treasury for future use and strategic partnerships.
