RIP-015: DCA $500k from Treasury STABLE reserves into wBTC/xcKBTC and xcKSM/stKSM stable LPs

This proposal seeks to Dollar Cost Average a total of ~$500k, a ~1.9% treasury allocation in the form of ~$175k from Treasury STABLE reserves to procure wBTC/xcKBTC LP position, and ~$325K from Treasury STABLE reserves to procure xcKSM/stKSM LP; both purchased and deposited into treasury holdings at Scholar's discretion.

Both LPs will be staked for additional rewards.

Non-SOLAR and non-MOVR rewards will be swapped for underlying assets.

SOLAR and MOVR rewards, being partner tokens, will be staked/supplied for additional yield which will be used at Scholar’s Discretion.

• Should the vote say Acquire ONLY wBTC/xcKBTC LP, Scholars shall DCA the suggested amount of ~$175K from Treasury STABLE reserves.

• Should the vote say Acquire BOTH LPs, Scholars shall DCA ~$175k into wBTC/xcKBTC stable LP and DCA ~$325k into xcKSM/stKSM stable LP for a total of ~$500k from Treasury STABLE reserves.

• Should the vote say DO NOT Acquire EITHER LP, Scholars shall move on with their lives.
