RIP-22: Sell 50% of treasury GOHM for stablecoin FRAX

This proposal seeks to sell 50% of $GOHM for stablecoin $FRAX

Reasons: -too high a % of our treasury is in volatile asset GOHM -we shouldn’t be gambling our treasury -we can’t farm with it either, it’s just idle risk

Execution: -Bridge back to mainnet Ethereum -Use a multisig there -TWAP at a size deemed best by team -OR / Utilize Olympus inverse bonds if feasible -OR / any other method where centralized risk has been mitigated + it yields the best value for our treasury (team’s discretion)

Governance: -The vote is binary YES/NO
