RIP-002: Authorizing DAO Payments

Summary: This proposal seeks to authorize $70k in DAO contributor payments for the month of December. Payments for developers, auditors, game designers, and community managers. DAO budget lower than usual this month because some developers chose to forgo payment during a period of price depression.

Additionally, the DAO seeks to authorize a $100k monthly budget, payments in ROME monthly to be determined by the 7-day avg price from the last 7 days of each month; payments to be made in the first week of the following month for each payment period. If the budget seeks to exceed $100k for any given month an additional vote will be required.
