Implement dynamic emissions to make ROT truly deflationary

I am proposing that we implement a method to make emissions dynamic to volume, we can do this by creating a function that pulls previous days volume and changes emissions based on volume, this could theoretically guarantee that more ROT is burned than minted which would truly make us a deflationary yield farm!
