Reduce non-Rot pools emissions

This is a remake of 'Remove farm pools that do not require Rot' due to some issues with that proposal. Some of the APY for non-Rot pools are really high allowing people to dump rot with little risk. I believe that if you want to farm large amounts of Rot you should have to invest into the token itself so that it is fair. I understand that the pools for Rot are built into the contract so they can not be removed. That is why I propose we reduce the emissions of non-Rot pools to reduce inflation on Rot from people who continually dump with little risk.
