Rug DAO Operational Council - Revised!

Hey RugDAO fam! Attached is the revision of the Rug DAO Operational Council.

We elected to draft this proposal to establish some enduring governance around the Operational Council while simultaneously installing a "Trial" council to operate and navigate the waters over the next three months!
