REP9 [adjustment]: Increase rewards for Sifu's Degen xRULER Pool

This proposal is an adjustment to REP9.

After observing the current liquidity in Sifu's Degen xRULER pool, I believe the rewards originally set (50 RULER/week) are too little to attract enough liquidity for borrowing with large amounts of xRULER.

Right now, with 50 RULER/week, there is around $667,000 in liquidity at a 100% APY. With this proposal, liquidity should almost double, allowing the pool to handle larger swap amounts.

I propose we increase the rewards for the xRULER (Mint Ratio: 250) pool from 50 RULER/week to 100 RULER/week.
