Introduce two-month lending pairs

Currently, all loans on RULER Protocol expire after on the last day of every calendar month. Borrowers must repay the loan before expiry and if they wish to borrow money again, they borrow from the following month's pool.

Many of those borrowing money wish to do so for longer than a month. We should find ways to make RULER work for more people, and introducing two-month lending pairs is a great way to start doing that.

Approve: Introduce two-month lending pairs for WBTC-DAI and WETH-DAI on 1 June 2021. Other pairs (xRULER-DAI, INV-DAI, vETH2-DAI, etc.) can be introduced as well.

Disapprove: No changes (all pairs expire at the end of each calendar month).
