REP7: Emissions for xRuler Stakers

I would like to propose that we increase emissions to the xRuler staking pool and make it available to all holders of $Ruler. Based on the number of $ruler in circulation, expected emissions, and vested tokens which currently have no other option than sale: The pool would be expected to contain over 20000 tokens this month. As such, a total of 100 $ruler/day to the xRuler staking pool should be adequate.
