Implement veRVRS

It is proposed that Reverse Protocol implement the details discussed in: https://medium.com/@reverseprotocolONE/diamond-hands-through-vervrs-46dad3106d3

Specifically:

• Implement veRVRS contract and close the old single staking pool
• Adopt the proposed emissions schedule with the first cut in April 2022

In addition, it is proposed that:

• We fund an audit on the new veRVRS contract using ~$8k from the stable coin allocation

A yes vote will approve all of the above, whilst a no vote rejects all of the above.
