Implement airdrop for Sake holders for ILO.

As SakeSwap enters an exciting era with the new ILO for NFTs we shall not forget all Sake holders. I herby propose that Sakeswap implements a tax on ALL ETH collected via the ILO. This tax will be paid by the ILO project to buy back Sake and burn them. This can drastically increase the price of Sake and benefit ALL sake holders.

Example- If FOTO raised 11ETH by using Sakeswap, FOTO should pay a tax on the 11ETH collected.

Since raising money for ILO projects are done in ETH and not Sake, there is no use case for Sake. We need to benefit ALL Sake holders.

I propose this to be implemented on all projects which do NOT collect Sake for their ILO campaign.
