Proposal #20: Pay Teloolah and Paul

20th vote as a DAO! Saved a good one for it.

Title: Use Dao funds to pay Teloolah and @Paul .5eth each for the tireless work they do in salty.

Objective: reward them for all of the effort that they put in to help make this community what it is. They are literally in here every day without exception.

% of Remaining DAO: .6% (.5 out of the remaining 72.5)

Pros: They deserve it

Cons: the dao could do a lot with 1 eth, but not as much as they do.

Majority wins Quorum of 100 (so even if we hit a majority vote, if less than 100 people vote, the proposal fails) Users can now vote; voting period of 24 hours is live with no vote delay Voting weight is based on how many SPCs you own i.e. 1 SPC = 1 vote or 10 SPCs = 10 votes. Voting is not hidden (so your address is publicly visible to your vote)
