Proposal #8: Floor Pirate for Giveaway

This is a proposal brought up by @smithchips.

It is a simple one: Use DAO funds to buy a floor pirate to be raffled off as a prize to all members who donate money for Flood Relief in Australia. Upon passing, SPC will purchase one pirate off of the floor for this purpose. All money donated will go into an SPC Wallet to be donated to a community approved relief fund. The addresses submitted will then be entered into the raffle.

Majority wins Quorum of 100 (so even if we hit a majority vote, if less than 100 people vote, the proposal fails) Users can now vote; voting period of 24 hours after the voting delay has elapsed Voting weight is based on how many SPCs you own i.e. 1 SPC = 1 vote or 10 SPCs = 10 votes. Voting is not hidden (so your address is publicly visible to your vote)
