Re-fund the "tipping" wallet

Originally, before the Ambassadors had the Ambassador subDAO, all payments were made from a central "tipping" wallet. After funding was acquired, this wallet was used to send small tips to content creators and individuals who did things worthy of a reward, but irregular so may not be fit for a Vault Tx.
