RIP #1 - Burn Treasury $RUG

This proposal is to vote on how much $RUG should be burned from the treasury. The Treasury currently holds 35% of the supply and there is not much we can do with the tokens in the treasury regardless, other than potentially adding to liquidity with it. We should consider the amount to burn for the following reasons:

Simply reduce the supply and unnecessary holdings in the treasury
Increase TVL / FDV Ratio
Increase Staked / Total-Supply Ratio
Most importantly, increase backing per $RUG
