ScrMP-02: Plan for allocation of FVM community airdrop

Summary

• Distribute the FVM veFVM community airdrop to recently active veSCREAM voters and early FVM SCREAM-WFTM LPs.
• Use quadratic vote power to more evenly distribute to smaller voters, and give bonus rewards for voting on multiple proposals. Treasury LPs are not counted and treasury will not be receiving any of this airdrop.

Specification

Following the passing of ScrIP-04, Scream was granted a 1% veFVM airdrop to distribute to our community. We propose to distribute these to veSCREAM holders who have voted on any recent Snapshot proposal, as well as any FVM SCREAM-WFTM LP stakers as of the end of our ScrMP-01 vote.

Voters receive an allocation based on the square root of their voting power for any given vote cast, in order to diminish the advantage whales may have. Furthermore, voters who voted in multiple proposals receive a 10% bonus for each additional vote they participated in, regardless of voting For or Against.
