Part #2: reduce ANGLE emissions by 20%

Part #2 vote is to reduce ANGLE emissions by 20%. Token emissions are a tool for protocol growth and decentralization particularly useful when the broad DeFi user base is growing. This allows the protocol to keep more emissions for the future when more users come back to DeFi.

Action

The setRate() function from the AngleDistributor contract will be called by the Governor address to reduce it by 20%.
