This is Part #1 of AIP 31 aiming to reorganize and reduce ANGLE tokens distribution.

Part #1: kill Perps gauges

Part #1 vote is to kill Perpetuals' gauges, effectively stopping all ANGLE rewards distributed to Perps holders. All the context can be found in the governance discussion below.

Action

The toggleGauge() function from the AngleDistributor contract will be called by the Governor address to kill USDC Perps, DAI Perps, and FRAX Perps gauges.

1. For, kill Perps gauges and stop rewards
2. Against, keep Perps gauges
