Gauge vote YFI - Epoch 35 dYFI emission

As per YIP-73, the outcome of this vote determines how 90% of the emitted dYFI in this epoch is distributed. The remaining 10% is distributed equally between YFI/ETH and dYFI/ETH.

dYFI allocated to the blank option is taken out of this epoch's emission. 50% of it is burned and 50% is redistributed the next epoch.

Note the earlier end time of this and future gauge votes to accommodate the new gauges.
