Extend budget of the Seamless Community Grants Program (SCGP)

In the approved proposal to set up the Seamless Community Grants Program (SCGP), the initial budget of $100,000 USD in esSEAM was approved, with an additional $200,000 USD set aside to be added for the next round of grants (https://snapshot.org/#/seamlessprotocol.eth/proposal/0x4e6e0238da84b44229bab4e432efa1e5f71508e77c2931c0796a50283a89f212). The initial $100,000 USD in esSEAM budget is almost fully distributed, and there has been interest from other Base partners to cosponsor SCGP grants, so this replenishes the ability to give out grants.

This Snapshot proposal approves the full $300,000 USD for the SCGP budget, as well as begins the process of moving SEAM to a multisig (3 of 5) controlled by the current SCGP Council members (council members located here: https://snapshot.org/#/seamlessprotocol.eth/proposal/0xeb965c6c0e042ccb93cc5132f2e6b469a50bc2d343d1038c388ddaddb0c5da5c).
