[GCP-2 Continued] - SCGP Nominee Voting

Based on GCP-2 (reference here: https://snapshot.org/#/seamlessprotocol.eth/proposal/0x4e6e0238da84b44229bab4e432efa1e5f71508e77c2931c0796a50283a89f212) passing snapshot temperature check voting AND the closing of self-nominations in the relevant discourse thread (linked to this proposal), moving the nominees into a snapshot vote for the Seamless community to vote and decide on the 5-person initial SCGP pilot council.

Will utilize "approval" voting to allow for community members to vote for multiple members they would like to support for council candidacy. Each community member can vote for one or multiple candidates, and their entire voting power will reflect on EACH of their selected options. The candidates receiving the top 5 approval votes will be selected for the initial pilot SCGP council.
