Proposal: Modifying Snapshot Vote Procedure

This is a proposal to improve the voting process on Snapshot for SeizerDAO.

The current way our Snapshot is setup is:

1. 24 hour voting time on each proposal
2. Public Votes, each member's choice is public to everyone before voting.
3. Super majority (67%) required for a vote to pass

Changes that are proposed:

1. 72 hour voting period
2. Anonymous vote until after the vote finishes.
3. Simple Majority (51%) required for a vote to pass
