What should the “quorum” value be set to for Epoch proposals, as a % relative to total vEPOCH supply?

For reference, the active quorum value can be seen here: https://snapshot.org/#/epochisland.eth/settings Which is currently 150mil , or around 15% of the vEPOCH supply. This was set intentionally high to begin with for added security.
