For reference, the vEPOCH contract to view total supply and holder balances: https://etherscan.io/token/0x731a2572b1cf56cfb804c74555715c8c8b5e980b#balances
For reference, the active quorum value can be seen here: https://snapshot.org/#/epochisland.eth/settings Which is currently 150mil , or around 15% of the vEPOCH supply. This was set intentionally high to begin with for added security.
A few examples of other protocols voting quorum values:
Uniswap requires 4% quorum https://docs.uniswap.org/concepts/governance/guide-to-voting
Gnosis requires 4% quorum https://docs.gnosischain.com/bridges/governance/
An example of the outcome of this sentiment check applied to a follow up proposal: If this proposal's outcome was a decision of 5%, and the current vEPOCH supply is exactly 1billion tokens, then a follow up proposal would ask to change the quorum to be 50mil.
As the vEPOCH supply changes over time, new proposals can be made over time to adjust the exact quorum value. This sentiment check answer will help determine what to set those values to.
