Shadowpakt Governance Proposal Framework v1.0

As we move towards implementing the will of the shadowpakt, we need a proper governance framework to define what consensus is when making decisions, especially ones that impact the reputation of the pakt and our treasury.

Going forward the process for a go-ahead on a decision and spending funds from the treasury will be:

1. Discuss the proposal in the shadowpakt restricted discord channels. Get feedback and refine your proposal. Can also use our forum for this.
2. Once you feel comfortable with the proposal, do a soft vote on discord using emojis to gauge interest.
3. Put up the proposal on the snapshot for pill holders to vote on. For non-urgent votes, we'll start with 48h of time to vote. We don't foresee urgent votes at the moment and trust the multi-sig for taking decisions on those.
4. Right now the multi-sig acts as a backstop to thwart majority attacks. Over time we can add community members to this to make it more secure.
5. Minimum of 15 votes (total) are needed to be able to enact a proposal. Over time we can increase this as participation increases.
6. Any Shadowpak pill holder can propose a snapshot vote. 1 Shadowpak pill = 1 vote.

This is our initial framework that will change as our core community solidifies. It lays the groundwork needed to launch our current projects.
