Socialize losses across all remaining ETH OR only unstaked remaining eth at the time of the exploit

Key notes:

2. 1.1 current vETH2 redemption price, with ~9k already redeemed and ~7k left

3. 1k vETH2 was staked for redemption before exploit

4. if losses are socialized across all remaining ~7k+ ETH, new redemption rate is 1.08

5. if losses are only socialized across 5k vETH2, with the 1.1 redemption rate for current stakers, new redemption rate will be 1.05-1.07

6. there is no guarantee you will be able to redeem at the current rate even if youve staked at the start as other users can frontrun the redemption contract as long as they have veth2

7. the new redemption rate, post 1k redemption, will be 1.05 to 1.07 + any recovery + SGT options to cover user shortfall.

Vote options:

A - socialize losses across all remaining ETH bringing rate to 1.08+ B - socialize losses only across laggards, redeem at least 1k at the previous 1.1 rate
