Community multisig

We have 5 community members willing to become multisig holders. We also have a project called DRC who is willing to accept and manage the funds. They have 5 signers on their multisig as well. Funds will be returned to this multisig as a first step in any forward movement with forking or fixing the protocol so users do not need to trust either Dev to be responsible with the funds.
