Decide the valid snapshot block number after Sharedstake project RUG -- latest block number voting version

After rug happens in Sharedstake project, the whole project is under an urgent situation. A lot of DAO members attend the discussion on discord and someone suggest to use pre-rug snapshot block number as the valid SGT voting power for proposal voting. The previous multisign proposal use this method. We need formalize the method in this urgent situation. But this is a chicken-egg problem. So I created two proposals for investigation purpose as the first step: one use the snapshot block number before rug, and the other use the latest snapshot block number. If two proposals get the same option, we solve the chicken-egg problem automatically. If two proposals get the conflict option, let's discuss more on discord to looking for a more formal method to solve this issue.
