Allocate Noun to Lil Nouns DAO

This proposal allocates Noun#253 (currently held by the NounsDAO treasury) to the Lil Nouns DAO treasury.

Rationale:

Lil Nouns has demonstrated product market fit, a demand for Nouns exposure at a lower price point, and well-aligned community values.

Nouns DAO receives 10% of Lil Nouns supply for first 5 years, which brings additional utility to the Nouns treasury.

Lil Nouns has broadcast intent to use treasury funds to acquire Nouns, but additionally granting a Noun will demonstrate that we value:

• the ownership stake they have granted NounsDAO
• the positive externalities they have created for the Noun ecosystem

Noun grants in the future to derivative projects should be evaluated on a case-by-case basis
