SIP-00050: Set Minimum Proposal Voting Period to 36 Hours

Dynamic Quorum introduces a vulnerability where a proposal that is widely unpopular may pass if active DAO members are not given a reasonable period of time to check snapshot & vote 'No.'

This proposal, if passed, will set the Minimum Proposal Voting Period to 36 Hours. Proposals submitted with shorter durations will not be executed by the multisig signers.
