Autobidder: Withdraw ETH and set ENS reverse record

The Federation Autobidder was successfully used to acquire Noun #687

To conclude the trial started in #268 this proposal:

sets an ENS reverse record that resolves autobidder.nouns.eth to the contract address deployed in #268
Withdraws the remaining contract balance back to the Nouns treasury (~0.98ETH)
