SIP - 55: Seed SharkDAO's Prophouse with 5 ETH

As discussed during several contributor calls and chats: Prophouse is willing to match 5 ETH in order to seed Shark DAO's prophouse rounds. With 5 ETH out of our teasury and 5 ETH from Prophouse, we would be able to fund projects that proliferate SharkDAO with a total amount of 10 ETH.
Details can be sorted out later, but the main question is: Are we willing to spend 5 ETH out of our teasury to get this started?
