SIP-0021: Add @dropnerd as signer to treasury multisig

Purpose: It's hard to get 3 of 5 signers to show up to execute transactions on any given day. I propose adding @dropnerd as a signer, making the multisig a 3/6 wallet (currently it is 3/5)

Pros: – We can execute transactions in a more timely manner. – Less pressure on each individual signer to be available. – dropnerd has proven himself to be arguably SharkDAO's most committed member. He has contributed to countless technical, social, and governance related developments. He is a leader in the community and always advocating for the fairest, most transparent, most diligent and secure approach to running the DAO. – In being one of the most active members dropnerd is likely to be a very available signer.

Cons: – Centralization risk: Goldy.mov, Lithium, dropnerd already work closely together running the discord. dropnerd holds a ~42K Juicebox tokens (bought for ~0.05ETH), which connects him to Jango (note: SharkDAO owns ~18m Juicebox tokens). – dropnerd was the only candidate nominated in this round of multisig changes. – dropnerd has only maintained an online presence since the beginning of August. – more wallet signers is more points of failure, ideally we will keep adding more signers to the main treasury wallet and setup either whitelisting workaround for bidding and small transactions, or a second multisig for those transactions (this will be the next proposal I work on in relation to the multisig).
