Burn from the treasury

We've had quite extensive discussions in the TG today around the possibility of using some of the treasury to buy and burn.

There are arguments for both sides and whilst the majority sentiment seemed to be to keep it for NFT purchases this week, we wanted to allow the community to vote officially.
