Change GSPI VIP requirement
The VIP group is accessible for people holding more than 1000 Spi or 3000 gspi. While it was understandable at first when GSPI was just lauched, now that the total supply is out and SPI supply=GSPI Supply , VIP requirement should be lowered at to be fairer to people who only hold gspi or not enough SPI. The New amount I propose are 1000 like for spi or 1500 since gspi is still a little bit cheaper than spi for now.
