Quorum (minimum) for a passed vote?

What percentage of SDWYS must be voted with in order for a vote to pass and require enacting?

e.g. 10% of 40 possible SDWYS votes is 4 SDWYS, so if 4 Votes are submitted then whatever option has the most votes passes. If only 3 people vote, the proposal is ignored and must be re-proposed, then voted on again by sidewaysdao.

Currently the MAX is 100% or 40 votes, as there are 40 owners of our Skeleton Key (𝖘ᴋ𝖊𝖑𝖊𝖙𝖔𝖓 ᴋ𝖊𝖞)

From what I've heard from Richerd, DAOs with over 10% quorum have a lot of trouble getting things done, as some people inevitably are not very active with voting. That being said, we have a very small and tightknit DAO where everyone really cares about what happens, so a higher quorum might work just fine for our DAO.
