DAO partial re-imbursement

Proposal to refund 0.2 ETH from treasury to the wallets that submitted a 0.35 ETH payment to be a part of the Sideways DAO collective. Implement a Sideways World that takes a small cut of sales to work on actively building revenue from artists that benefit from the exhibition.
