Adopt SIG-XXX Naming Scheme

This proposal would establish all proposals of the Sigil DAO to use the SIG-XXX naming scheme and would further establish this proposal as SIG-001. This allows Sigil to better track proposals and establishes groundwork for further proposal-class modifications in the future.
