Proposing changes to the Arbitrum markets

Tl;DR

We must respond to changing borrow APRs in the DeFi ecosystem to prevent capital flight.

• Increase borrow APRs for USDC.e.

• Decrease borrow APRs for WETH.

• Increase higher risk factors (LTV/LT).
