Add alphaoptics to Skull Council

Overview: Add AlphaOptics to the Skull Council while keeping the signing threshold as-is (will be 5 of 9 consensus after he is added).

Additional Details: AlphaOptics has been active in the web3 space since mid 2021. His first foray into NFTs was an Aether City penthouse unit purchase which coincidentally would later become neighbors with Leonidas’ Skull Museum. The aforementioned Skull Museum was where AlphaOptics first took note of skulls, in early 2022. After following along for a couple of months, AlphaOptics made his first skull purchase in April and hasn't looked back. He now owns a total of 5 skulls and is one of the communities' most active members both within the discord and on Twitter (alphaoptics_)

AlphaOptics also brings a 15 year professional career in Operations and Project Management to the table with a hyperfocus on “Getting Shit Done”. His role will be to continue actively engaging with the community on proposals and to help push proposals through the proposal process in an efficient and more official manner.
