Transfer DAO Skulls to @alexsslayer and Creation of CryptoSkulls Reserve

In order to prevent a complete loss of the skulls in the DAO multi sig (due to council members leaving web3 etc) I am forwarding a proposal to have complete control of these skulls transferred back to @alexsslayer.

TERMS

1. @alexsslayer will not sell any skulls for personal gain.

2. Alex will be free to use the skulls in any means deemed necessary to further the development of the project without requiring an on-chain vote. This aims to speed up the process of concept to delivery and puts faith in our founders ability to act well on behalf of the project. However, should more than 20 skulls be required in a month, a holders only discord vote will be held to decide whether or not to use the skulls.

3. A simplified off chain voting mechanism will be developed for votes on community initiatives. Alex will continue to support and fund your ideas!

4. When the time is right Alex will be open to discussing the creation of a new DAO should it be deemed in the best interest of the project. # of NFTs assigned to new DAO would be decided based on discussions at that time.

5. Any liquidation of skull NFTs will still require an off chain holders only vote (straight transfer of nfts for a service relating to marketing the project, staff etc will not require said vote and falls at the discretion of Alex unless passing the threshold of 20 skulls in a month).

6. Community members who hold skulls will still be able to initiate votes on marketing activities etc also which Alex will fulfill should they pass.

Goal of this change:

The ultimate goal is to safeguard the skulls, remove the complexity from concept to delivery of any and all ideas and most importantly allow the community and founder to use them in a timely manner to better the overall project.

Ultimately this would mean the closure of the CryptoSkulls DAO but would be the opening of the CryptoSkulls Reserve lead by the very capable @alexsslayer with many of the same features as the DAO but easier maintain, manage and deliver.

While this sacrifices decentralization, it ensures progress, safeguards assets, and creates a foundation for future growth.
