Add RedSkull & EpicSweetus to Skull Council

Overview: Add RedSkull & EpicSweetus to the Skull Council to replace The Division & MD79 who are stepping down off the Council - the signing threshold will be kept as-is (5 of 9 consensus).

Additional Details:

Redskull is a DeFi investor and Historical NFT collector who has actively attended Crypto Mondays in Williamsburg Brooklyn the past couple of years and attended events like NFT NYC & VeeCon. He is an active traveler who has been putting up skull stickers in cities around the world in order to share the art and bring awareness to the CryptoSkulls brand. RedSkull plans to attend many crypto events in the future and look forward to sharing the passion for CryptoSkulls with others.

EpicSweetus has been in crypto since early 2020 and entered the world of NFTs in January 2021. Learned some hard lessons at first, but quickly connected with the historical NFT narrative. Epic is also a mod in the Immortal Player Character discord.

The Division & MD79 are stepping down off the Council and would be taken off the multisig - the signing threshold will be kept as-is (5 of 9 consensus).

Timeline: To be executed by the multisig as soon as the proposal passes community vote.
