Should the VP threshold for governance proposal be reduced?

As stated. With the lacklustre participation due to the lost interest in the DAO, it seems that passing the final portion of a proposal aka governance is a mountain that's difficult to surmount.

I propose to reduce the VP threshold required to 5m VP from the current 6m.
