Lower VP Threshold for POI (Point of Interest) to 500K VP

I propose reducing the VP requirement for all POI proposals from 2M VP back to 500K VP

Despite the newly formed council claim that low DAO participation is due to users having less VP, evidence shows the higher threshold is the true barrier.

Address two issues with one effort.
